Press statements about Tripoli ministry of foreign terror attack

The discriminatory and irresponsible remarks made by the minister of interior

        We express our deepest condolences to the families of the victims who died in the appalling terror attack on the ministry of foreign affairs HQ in Tripoli on 25/12/2018, even we’ve been accustomed to tragic events, this latest attack has shocked the country, we stand in solidarity with the grieving families and in the fight against terrorism.

We express our profound concerns and resentment about some official press statements and the contexts which the news was aired to the public opinion and media in the country. Particularly, the statements released by the minister of interior, Fathi Bashaagha in the government of national accord GNA where he stated, ”The attackers were Three… and of African complexion…”!

We consider such official statements where a criminal act is being annexed to the perpetrators’ complexions is discriminatory and unnecessary extrapolation, such statements is also exemplify a violation to the Universal Declaration of the Human Rights UDHR of the 1948 and its abiding intentional laws and conventions, including the convention on the elimination of all forms of racial discrimination OHCHR endorsed by the Libyan state, that forbid collective punishment and remarks of discriminatory instigation that could translate in hate-speech, and ensure all human nationals or of foreign nationals in receiving a fair and equal treatment under the international law.

The discriminatory and irresponsible remarks made by the minister of interior against those who he described as of ”African complexion” could well result in collective extrajudicial punishment and arbitrary arrests against the African-descendant Libyan nationals and foreign African migrants and workers – these racialist remarks also could further widen the gap between Libya’s diverse ethnic and communal building-block, and unleash an atmosphere of intimidation and suspicion.

As we strongly depreciate the criminal terror act, we also demand the Libyan authorities and the people to unite against terrorism and stand up tall against all forms of discrimination and subsequent draconian measures that could curtail the freedoms of specific groups or individuals on the base of colour, religion, race, and political affiliation(s).

We further demand the minister of interior to extricate the implications of his statements and apologize about his irresponsible and discriminatory remarks, and as we urge the official and independent media outlets to exercise prudence and refrain from propagandist scoping and abide to a professional reporting ethics.

Communiqué de presse
Suite aux déclarations incitantes à la violence à l’encontre des personnes d’origine africaine.

Tout d’abord, nous adressons nos sincères condoléances aux familles des victimes de l’attentat terroriste du mardi 23 décembre2018, et apportons notre soutien aux blessés. L’attentat qui visitait le bâtiment du ministère des affaires étrangères à Tripoli, a fait 3 morts et 21 blessés.1

Nous exprimons notre profonde préoccupation devant la gravité des déclarations de certains organismes officiels suite à cet attentat terroriste, en particulier ceux du ministre de l’Intérieur au sein du gouvernement de réconciliation nationale, qui ont été prononcées lors de la conférence de presse2 du mardi après-midi. En effet le ministre a déclaré que : « Les terroristes était au nombre de 3 et qu’ils avaient ‘’la peau africaine’’, pas la peau foncé ni la peau claire ».
Nous considérons que de tels termes venant de la part d’un homme d’État, pour décrire les assaillant, sont des racistes, xénophobes et en violation des obligations qui incombent à l’État Libyen en vertu des chartes et pactes qu’il a ratifiés, notamment le Pacte International3 relatif aux droits civils et politiques et la convention internationale4 sur l’élimination de toutes les formes de discrimination raciale, et qui prévoient des dispositions explicites pour lutter contre toutes les formes de discriminations dans le traitement des personnes sur son territoire et sous sa juridiction, sans distinction de race ou de couleur de peau.
Le langage5 utilisé par le ministre de l’Intérieur, en décrivant les terroristes ainsi, crée un amalgame et instaure un climat de suspicion et de mépris envers tous ceux qui ont “une peau africaine” ; Et c’est très dangereux dans la société libyenne, multiethnique et culturelle. D’autant plus, durant cette période critique où règnent polarisation politique et nationale, le chaos et la prolifération des armes et des milices.
Alors que nous condamnons les actes terroristes et appelons à une position unie contre l’extrémisme, le terrorisme et l’intolérance sous toutes ses formes, nous appelons le ministre de l’Intérieur du gouvernement de réconciliation nationale à s’excuser de ses propos et à lui rappeler que le terrorisme n’a pas de religion, pas de couleur, pas de race et pas de sexe.
Ce pourquoi, nous exigeons immédiatement et de manière urgente, que tous les organismes officiels et tous les médias cessent, de diffuser un discours de haine et l’incitation à la xénophobie et abroger les mesures arbitraires prises par les autorités à l’encontre des travailleurs migrants en provenance de pays africains.
